Mission

Currently, there is no central repository where council leaders can access the commercial activities of other councils. Councils are currently grappling with numerous grand challenges, including local government restructuring, rising demand, increased costs, and trade disputes. The Council Company Network addresses this gap by providing a platform that enables council leaders to connect and exchange ideas pertaining to their commercial operations.

Our mission is to establish a central forum where diverse stakeholders can come collaborate to address complex challenges. We invite council company practitioners, councillors, senior officers, lawyers, accountants, policy makers, researchers, and other supporting services to join our network. We’ll host effective communication on new ideas, share good practice, demo exemplary case studies, and identify the most significant challenges confronting English councils and council-owned companies.

We’ll bring together public leaders, experts, and researchers to work on solutions through a structured and organised networking system. It’s going to be a great place to learn, share, and collaborate.

Wiltshire Council, Canterbury Christ Church University, and Browne Jacobson LLP have collaborated to establish a shared community and innovation ecosystem. This ecosystem is designed to facilitate the growth of council companies by harnessing the university’s research expertise and resources. It offers timely and supportive legal services to assist council governance and management practices. The objective is to foster collaboration and knowledge sharing among council members and shareholders to enhance their performance.

Methods

Our values and vision guide our actions. A people-centric approach will enable the Council Company Network focus on the needs and expectations of the participants.

We know that sharing best practices requires a structured process to ensure that knowledge is acquired and adopted effectively. The network will play a key role in organising these processes through five steps:

  1. Identifying the best practice;
  2. Showcasing the best practice with key knowledge points;
  3. Evaluating the context for variation;
  4. Transferring the principle for practical application; and
  5. Disseminating the knowledge to a wider community.

We believe in promoting innovation ecosystems in the public sector that will enhance idea sharing, business-led research, innovative transformation, and create sustainable futures for council companies and beyond.

Core Management Board

Perry Holmes

Director of Legal & Governance, Wiltshire Council


With over 20 years of experience as a senior leader in the local authority sector, he’s worked at County, District, and Unitary councils. Perry leads a diverse team at Wiltshire Council and is part of the Corporate Leadership Team reporting to the Chief Executive. He’s also the Council’s Solicitor and Monitoring Officer. He has a recognised expertise in local authority governance and a specialism in local authority companies.

Dr Ping Zheng

Reader, Christ Church Business School


Dr Ping Zheng renowned for her dynamic contributions to research, education, and practice in the fields of innovation and enterprise. She holds both an MBA and a PhD in Management from the University of Kent, with her academic pursuits driven by a profound commitment to understanding how businesses grow and how innovation ecosystems thrive. She has garnered a distinguished reputation both nationally and internationally not only through her research publications and funded international projects, but also through her engagement beyond academia, as a policy advisor, business consultant and accomplished entrepreneur.

Peter Ware

Partner, Browne Jacobson


As the head of Browne Jacobson’s Government practice, a top 50 UK law firm, Peter leads a highly respected public sector team. Specialising in both contentious and non-contentious procurement matters, he supports public and private sector clients to optimise their regulated procurement activities. Peter's extensive experience also includes advising on various commercial matters for government and supplier-to-government clients, particularly in public-to-public and public-to-private joint venture companies. Peter is also the Finance and Membership Secretary of the Procurement Lawyers Association and serves on the editorial board for Lexis Nexis Local Government.

Rob Hann

Solicitor


Rob has worked for several local authorities and was head of legal at 4ps/Local Partnerships for nearly 20 years, leading the development and roll-out of the local government PFI program across England and Wales. Rob is also the author of several major law books on local authority charging, trading, companies, and partnerships.
